USA: Between Domestic Strategy and Foreign Policy – Expert View on Military Export


Political scientist Maksym Nesvitailov discusses new US strategic shifts and the prospects for Ukrainian arms exports amid global challenges.

On October 1st, the Veza Center for Public Analytics held an interview with political scientist and international affairs expert Maksym Nesvitailov. The discussion focused on the current direction of US security policy and the development of Ukrainian military exports.

Nesvitailov commented on recent events in the United States, highlighting a shift towards prioritising internal security. He argues that there are signs of a gradual move towards authoritarian tendencies, with former President Donald Trump using the rhetoric of strength and security—drawing parallels to cinematic scenarios. He also notes a lack of robust political opposition in the US, raising questions about the resilience of democratic institutions.

The 2025 project, allegedly aimed at centralising presidential power and strengthening federal security agencies, was also discussed, despite Trump’s public denials of such intentions.

The second part of the interview addressed Ukraine’s defence industry. President Volodymyr Zelensky and the government have announced plans to export Ukrainian arms, launch joint ventures, and collaborate with countries such as Romania and the US. According to Nesvitailov, the state order does not fully utilize production capacities. Export will enable industry expansion, job creation, and investment. Priority will remain meeting the needs of the Ukrainian Armed Forces, while surplus production may be sold abroad.

Overall, the participants stressed the importance of informing the public on complex economic and political changes driven by the war and shifting international dynamics.
