On November 11, the Veжа Center for Public Analytics held a discussion with political expert Volodymyr Fesenko about the internal political situation in Ukraine amid a large-scale corruption scandal in the energy sector.

The scandal involves Energy Minister Halushchenko and entrepreneur Mindich, co-owner of Kvartal 95, and has led to significant political tension within the government. The National Anti-Corruption Bureau of Ukraine (NABU) has issued indictments to those involved and revealed details of the energy corruption scheme, sparking debates about a possible government crisis.

The possible consequences for the government, scenarios of targeted dismissals, and reactions from international partners were discussed. Expert Volodymyr Fesenko noted that it is unlikely that Western aid will stop, as the investigation is perceived as a fight against corruption. However, political risks remain high, especially for President Zelensky's approval ratings and the country's internal stability.

Potential government scenarios were considered: the dismissals of specific ministers, particularly Halushchenko and Hrynchuk, or keeping the current government as the safer option. Fesenko expressed skepticism about dismissing the entire government or forming a national unity government during wartime, believing such steps could increase instability.

The need for thorough investigations and strengthening the management of state institutions was emphasized to avoid a major political crisis and possible destabilization. Enhanced oversight of Western assistance is also likely as a response to the situation.

The discussion concluded that the current situation requires caution, balanced political decisions, and swift personnel changes to maintain stability during war and public tension.
