The Washington Post published a piece stating that Russia's prolonged war against Ukraine is leading to a strategic defeat for Russia. President Zelensky announced that National Security and Defense Council (NSDC) Secretary Rustem Umerov proposed talks with Russia for next week. Zelensky emphasized his readiness for high-level negotiations, including direct meetings with Putin or Trump if necessary.

Meanwhile, Zelensky reshuffled the NSDC, making mostly technical reappointments of ministers, without major personnel changes. Parliament Speaker Stefanchuk also reported ongoing work on legislation regarding the possible travel abroad for men aged 18-25 and noted preparations for future elections, which depend on the end of the war.

The Washington Post highlights Russia's deteriorating finances as it loses revenue from energy exports to the EU and grows more dependent on China and India. Azerbaijan and Kazakhstan are strengthening their independence amid Russian difficulties.

Azerbaijani President Ilham Aliyev urged Ukraine not to recognize the occupation of its territories, referencing Azerbaijan's own experience regaining lands. The situation at the Zaporizhzhia nuclear plant remains tense, with reports of smoke and local power outages. Ukrainian officials deny Russian accusations of attacking the facility.

At the same time, donations are being raised to support Ukrainian military units, purchase drones, and fund medical evacuation equipment for the frontline.
