Political Crisis Over NABU: International Response and Effects on Relations with the EU and China

The article analyzes the law on NABU and SAP, Ukraine's and the West's reactions, and EU-China diplomatic contacts.

Recently, Ukraine has witnessed a political controversy over the changes in subordination of NABU and SAP. The public reacted sharply not only to the reform itself, but also to the hasty and unprocedural adoption of the law, which was signed rapidly by the president. This move drew criticism from Western partners, leading to suspension of EU integration talks and delays in financial aid.

Under the new law, NABU and SAP now fall under the Prosecutor General's authority, granting that office powers over staffing and potentially affecting investigations. Two alternative bills — presidential and parliamentary — have been submitted to fix the situation, but questions about procedure and agency independence remain. Differing parliamentary opinions and potential difficulties in finding support in the Verkhovna Rada complicate matters.

International tensions are also growing: EU leaders visited Beijing to discuss trade imbalance and China’s indirect support of Russia in the war with Ukraine. China is facing internal economic challenges and reinforcing political control. These contacts reflect global shifts and Western attempts to influence the war's course through dialogue with China.

The article notes that the war in Ukraine and the containment of Russia remain Europe’s central security challenges regardless of negotiations, and that EU defense modernization is strategically important. Ukraine continues to rely on its partners' support to ensure resilience in the face of ongoing confrontation.
