Ukraine's Parliament Restores NABU and SAP Powers Amid Heated Disputes


The Verkhovna Rada passed a law restoring NABU and SAP powers after internal conflicts, debates, and public controversies.

Ukraine's Verkhovna Rada has approved a law returning powers to the anti-corruption agencies NABU and SAP, following heated disputes among MPs. The legislative process was marked by contentious debates, physical altercations, and discussions about faction membership and deputies' eligibility to attend sessions. One focus was on questions about Maryana Bezuhla's mental health and her access to state secrets.

The session saw renewed public scrutiny with the return of live broadcasting, which had not occurred for over three years. Debates included calls for some MPs to resign, discussions of coalition stability, and political disagreements between factions. Voting saw participation from multiple groups, such as 'Servant of the People,' 'European Solidarity,' 'Batkivshchyna,' and others.

Under the adopted law, the Specialized Anti-Corruption Prosecutor's Office will independently conduct procedural oversight of NABU investigations, free from prosecutorial supervision. Within six months of the law coming into effect, the Security Service of Ukraine (SBU) may screen anti-corruption agency staff for ties to the aggressor state. Subsequently, staff will undergo polygraph checks every two years.

Experts note that, although the decision was positive, it highlights deep political divisions within parliament and the need for further reform. Restoring permanent session broadcasts is being proposed to ensure parliamentary transparency.
