What Awaits Ukrainians Abroad in September 2025: Key Updates and Changes


Key updates for Ukrainians in various countries in September 2025: new travel, migration, social support, and legalization rules.

September 2025 brings significant changes for Ukrainians abroad: many countries are introducing important updates to laws, social assistance, and border crossing procedures.

Ukrainian men aged 18 to 22 are now allowed to leave Ukraine during martial law, provided they present a passport and military registry document. These new regulations do not apply to high-ranking officials.

In Poland, social assistance will be available only for those employed, with stricter citizenship requirements and increased fines for employment violations. At the same time, the term of temporary protection for Ukrainian refugees is automatically extended until 2027 for certain migrant categories.

Other countries, including Ireland, Finland, and Hungary, are announcing reductions in refugee support programs. In Finland, state compensation for integration is set to be canceled, affecting 46,000 Ukrainians with temporary protection.

Political pressure is intensifying in the Netherlands and Portugal, where some parties advocate for the deportation of draft-age men. Portugal is tightening its legalization and deportation rules. Temporary protection extends until March 2026, but no new applications are accepted.

In the United States, the termination of the United for Ukraine (UFU) program threatens the status of over 100,000 Ukrainians. New applications are not accepted, and only some categories may extend their stay.

From October 12, 2025, the European Union will implement the Entry Exit System, a digital platform for controlling border crossings. Ukrainian consulates now operate via the eConsul system.

The Ukrainian government is also increasing criminal responsibility for draft-eligible persons who overstay abroad or leave the country illegally during martial law.

September 2025 serves as a reminder for Ukrainians abroad to monitor legal changes, update documents promptly, and integrate actively. After victory and peace, returning home remains the best option.
