Key September Updates: Utility Tariffs, Pensions, IDP Payments, Changes for Teachers and New Mobilization Rules


A summary of major legislative and social changes from September 1: utilities, pensions, IDP payments, teachers’ supplements and mobilization rules.

Starting September 1st, Ukraine has enacted several significant updates. These include steady utility tariffs, pension supplements, continued payments for internally displaced persons (IDPs), increased supplements for teachers, and new mobilization procedures.

Utility Tariffs: Prices for gas, electricity, and water remain unchanged in September. Electricity rates are fixed until the end of October, and the gas price for 98% of consumers is locked until April next year. Changes to cold water tariffs may be introduced by local authorities, but overall national debt for utility payments remains high.

Pensions: From September 1, pensioners aged 70 and above will receive supplements: UAH 300 (ages 70-75), UAH 456 (75-80), and UAH 570 (80+), provided base pension does not exceed UAH 10,340.

Internally Displaced Persons (IDPs): Government payments for IDPs have been extended for six months: UAH 3,000 for children and people with disabilities, and UAH 2,000 for others. New stricter rules for eligibility have been introduced.

Teachers: As of September 1, the work conditions allowance has doubled to UAH 2,600 per month. Schools with fewer than 45 students (except primary schools) will no longer be state-funded.

Rules for distance learning have also changed: minimum class size is now 20, with exceptions for occupation or front-line areas.

Mobilization: Starting September 1, staff at territorial recruitment centers must wear body cameras during document checks and when serving call-up papers, aiming to make processes more transparent.
