Ukrainian President Volodymyr Zelensky arrived in Paris yesterday. Today, he is scheduled to meet French President Emmanuel Macron, Finnish Prime Minister Petteri Stubb, Portuguese Prime Minister Luís Costa, European Commission President Ursula von der Leyen, and other prominent European politicians. Donald Trump, NATO Secretary Mark Rutte, and the President of the United States will join the discussion by phone.
The agenda centers on security, ending or prolonging the war, security guarantees, and additional military aid to Ukraine. Meanwhile, Western media discuss various scenarios for Ukraine, ranging from a "Korean" model to the prospect of regaining occupied territory, similar to Germany’s reunification. Ukrainian experts emphasize the need for strong guarantees and significant economic investments for the country’s industrialization.
Domestic politics in France challenge Macron’s position, but foreign policy success is seen as a way to regain support. In an interview with French media, Zelensky stressed that the war in Ukraine potentially threatens all of Europe and that security issues require a collective response. Ukraine’s leadership demands concrete support—arms supply and finances—over mere political promises from Western partners.
The talks also analyze possible security guarantees, alliances with European countries and the US, as well as Russia’s reaction to increased Ukrainian support. The potential for Ukraine’s EU membership, the importance of economic modernization, and industrial capacity for reclaiming occupied territories are key discussion points.
The Paris summit could prove pivotal for shaping the West’s further Ukraine strategy. Following the discussions, the participants are expected to hold a press conference announcing the key agreements.
