The Paris "Coalition of the Willing": What It Means for Ukraine’s Security

In Paris, representatives of 39 countries discuss security guarantees for Ukraine. Why the agreements remain delayed — an expert explains.

On September 4th, representatives from 39 countries gathered in Paris to work on security guarantees for Ukraine. The meeting was part of the so-called “Coalition of the Willing,” an international group supporting Ukraine in military and security matters.

During the talks, leaders discussed finalizing guarantees for Ukraine's safety. French President Emmanuel Macron stated that while European leaders are ready to provide such guarantees, these will only take effect following a peace agreement with Russia.

Political analyst Maksym Nesvitailov compared such talks to joint plans that rarely materialize. Many promises are made, but fulfilling them remains uncertain and often postponed.

The expert also emphasized that meaningful peace talks with Russia are currently unlikely, as Russia does not feel significant pressure to compromise. The situation is complicated further by the influence of global powers such as China and the potential return of Donald Trump to the US presidency.

Members of the “Coalition of the Willing” are focused on maintaining US and other partner support as well as ongoing military and financial aid to Ukraine.

The reputation of the coalition countries is at risk due to the lack of concrete results. Nevertheless, the public is encouraged not to lose hope and to support Ukraine's information front, including sharing accurate updates and participating in public discussions.
