War, Truce, and the Role of Global Leaders: An Expert Discussion on Ukraine's Future

On September 8, experts from the Center for Civic Analytics “Vezha” discussed diplomatic scenarios for ending the war in Ukraine. According to participants, President Zelensky is increasingly emphasizing that the preservation of Ukrainian identity and sovereignty is key, even if the issue of territorial integrity remains unresolved.

Recent political signals point to increased sanctions pressure on Russia from the US and the EU. The focus is on the 19th package of sanctions, expected to include new restrictions on the energy and financial sectors. The introduction of secondary sanctions, especially on the import of Russian energy resources via third countries, is also being discussed.

Much attention is given to the role of China, which maintains economic ties with Russia but avoids direct involvement in the war. According to analysts, European countries have diverse tactical interests: some seek to prolong the conflict for rearmament, while others look for diplomatic avenues, including involving China in talks with the West.

Hungarian PM Orbán's statement on partitioning Ukraine was interpreted as echoing Russian narratives and reflects the current state of affairs. Meanwhile, the scenario of a demilitarized zone, akin to what Zelensky has mentioned, is considered one possible security format. Ukraine’s accession to the EU is viewed as a key future security guarantee.

The discussion reflects the variety of opinions within the EU and the international community regarding ways to end the war and highlights the importance of diplomatic channels and Ukraine’s continued support from Western partners.
