According to Zelensky, Plan A is an ambitious wish to end the war this year. However, Portnikov emphasizes that the true key to ending the war lies not with Ukrainian or US presidents, but in the Kremlin. Powerful economic, military and political pressure on Russia is needed, including tighter sanctions, restrictions on purchasing Russian oil, and the provision of advanced weaponry to Ukraine.
The expert also notes Russia’s shift to using mercenary forces with high wages to reduce domestic social stress, while interest in joining the army keeps dwindling despite rising compensations.
Discussions also touch on the potential for territorial concessions in Donbas, the ongoing disintegration of the Russian Federation, China's role, and risks for Europe if Ukraine fails to withstand the war. European security and solidarity are crucial to long-term deterrence of Russia.
Zelensky’s Plan B envisions continued financial and military support from partners to ensure Ukraine’s survival in a protracted war. Portnikov stresses that, regardless of the outcome, Ukraine must remain resilient, and Western countries must support it as a fortress of European security.
