Debate on Elections and Extension of Local Authority Powers During Martial Law in Ukraine

Discussion about holding elections during the war in Ukraine, extension of local authorities' powers, and related political risks.

The issue of holding elections during martial law has resurfaced in Ukraine. Recent sociological surveys show growing popularity of political figures like Zaluzhny and Biletsky, while President Volodymyr Zelensky's ratings appear less stable, according to some polls. Parliament is set to decide on extending the powers of local authorities until the end of martial law.

Experts consider this move a correction of previous mistakes, given that the legitimacy of presidential power became a target for Russian information attacks. The Verkhovna Rada remains legitimate until new elections, making its decision to extend local councils' authority justified in this context.

However, there are difficulties with local self-government bodies. Some propose holding local elections even during the war to refresh local leadership, citing corruption concerns and influence of political groups. There are also initiatives to introduce military administrations in major cities. Such ideas raise concerns about the further legitimacy of authorities and possible criticism from international partners.

The debate also touched on Ukraine’s European integration and Moldova's experience, which is currently better prepared for this process. It is recommended that Ukraine and Moldova develop a joint strategy to counter external electoral interference.

In summary, the extension of local authority powers is seen as a necessary but risky decision, creating the danger of entrenched local elites and highlighting the acute need for institutional reforms after the war.
