Russian strikes aim to break the morale of Ukrainians, lower their fighting spirit, and force the country's leadership into surrender on Russia's terms. Portnikov notes that such tactics have proven ineffective during world wars: attacks on civilian cities did not lead to capitulation and only caused hatred and resistance.
According to Portnikov, Putin has not learned from history and continues to launch massive strikes on Ukraine's civilian infrastructure, considering Ukrainians his "province" and seeking to punish them. However, such logic only fuels Ukrainian resistance.
The journalist believes that Ukraine's response should focus on destroying Russia's military and industrial infrastructure to limit its ability to wage war. The primary goal is not to leave Russians without power, but to deprive them of the means to continue the war against Ukraine.
Portnikov urges that each new Russian attack should push Ukraine to increase military pressure on the aggressor and prevent further crimes.
