On October 13, political analyst Ihor Chalenko discussed on “Klochok Time” the preparations for Ukraine’s heating season amid war. This year, the government, through decree No.1267, postponed the heating season from the usual October 15 to November 1 to save gas after heavy shelling of Ukrainian gas production sites. Prime Minister Yuliya Svereidenko explained that around half of domestic gas production was lost, making it necessary to stretch reserves as much as possible.
Local authorities are allowed to start heating only if the average temperature drops below 8°C for three consecutive days. The moratorium on rate hikes and special obligations for energy providers remain in effect, while 80% of heating subsidies will be renewed automatically. Applications for solid fuel (such as firewood in rural areas) are open until October 24.
The government is increasing gas imports to cover the deficit, but imported gas is more expensive. According to Naftogaz, about 12.4 billion cubic meters of gas have been stockpiled—95% of the target. In Kharkiv region, frontline areas face a high risk: 60 settlements won’t have centralized heating, so generators and invincibility points are being prepared.
In Kyiv, over 90% of social facilities are ready for heating, while residential buildings await colder temperatures before switching on. Lviv is short of gas—only 8 million cubic meters supplied for October, despite needing 18 million.
Experts like Oleksiy Kucherenko predict possible gas shortages in January–February and estimate apartment temperatures may drop as low as 12–14°C. Gas imports could reach 4–5 billion cubic meters and pressure limits may be imposed during peak cold. Russia has intensified attacks on energy infrastructure, making winter preparations harder. While the authorities seek additional gas reserves, emergency loans are required, raising instability risks.
