Russia is offering lucrative contracts to compensate for losses caused by sanctions. This is especially important as six Russian regions now have less than 1% of their budget reserves remaining, leaving them only a few days of spending capacity.
Western pressure on Russia is increasing as sanctions respond to severe attacks on civilians and repeated human rights violations.
