From November 2025, new rules for pensioners come into force in Ukraine. The state introduces changes to the pension system, launches additional payments, and updates the subsidy calculation criteria.
Specific groups of pensioners, particularly those aged 80 and over who require care and live alone, will be eligible for a pension supplement of 944 UAH. To receive it, individuals must submit a set of documents to the Pension Fund, including a medical certificate confirming the need for regular care.
There is also an age-based compensation supplement: 300 UAH for ages 70–75, 456 UAH for 75–80, and 570 UAH for over 80. The payment is calculated from the date the respective age is reached.
With the heating season beginning in November, the legislation updates subsidy calculation rules for pensioners. For those living alone, the eligible housing area for a subsidy is increased by 30%, but not more than 63 sq. m. Subsidies are provided based on social consumption norms and are meant for families with low incomes.
Additionally, the process of digitizing paper employment record books continues. Citizens have until June 10, 2026, to digitize their records. Failure to do so on time may affect employment history records and delay pension appointments.
Incorrect data or lack of identification can result in suspension of payments. Reasons for losing a pension include documentation errors, permanent relocation abroad, failure to complete required identification, being declared missing, or not claiming payments for over six months.
These changes aim to improve the social protection of the elderly, optimize payment systems, and align with modern requirements.
