Cash Payments to Ukrainians from November 1: Who and How Can Receive Aid from International Organizations


A comprehensive overview of winter aid payments for Ukrainians: eligibility, registration rules and contact information for support organizations.

From November 1, Ukrainians can receive cash assistance from international organizations. These payments are designed to support the most vulnerable before the winter season.

Eligible recipients include internally displaced persons, pensioners, large families, people with disabilities, residents of frontline and de-occupied territories, and those who have lost their homes. Priority goes to low-income families, elderly people living alone, single mothers and families with children with disabilities.

Main organizations involved: UNICEF, UN, UN World Food Programme, Red Cross, Ukrainian Red Cross Society, Red Rose CDS Limited, People in Need, Norwegian Refugee Council (NRC), Acted, Handicap International, Caritas Ukraine. Payments are mostly made monthly for three months, with possible extension up to six months.

Funds are transferred to bank accounts or distributed via Ukrposhta branches. To apply, follow announcements posted on the official Facebook pages of these organizations. Some provide online application forms; others accept requests offline. Never share bank card passwords or special codes—only use official contacts to avoid scams.

Local authorities, such as city administrations and councils, compile lists of people in need, which are then handed over to charities. Contact your local office if you're unsure about your registration status.

The Norwegian Refugee Council (NRC) offers 2,200 UAH per family member for three months to internally displaced persons and frontline residents. Hotline: 0800 302007.

Since October 2025, additional electricity payment support is available for subsidy recipients in regions affected by hostilities. These payments are made automatically through the Pension Fund.

Handicap International supports IDPs, people over 65 with income below 3,000 UAH, disabled persons, families of single pensioners, pregnant women and mothers. The payment is 2,200 UAH per month for three months.

The UN provides up to 19,400 UAH per household for winter heating in Sumy, Kharkiv, Kherson, Luhansk, Donetsk, Dnipro, Zaporizhia, Mykolaiv, and Chernihiv regions.
