President Volodymyr Zelensky has announced the launch of the “Winter Support” program, under which every Ukrainian citizen, including children, will be eligible for a payment of UAH 1,000. The program will start in December 2025. Applications may be submitted via the Diia mobile application or at partner banks, and parents can apply for their children. Ukrainians abroad and residents of temporarily occupied territories will not be eligible for the program.
The funds can be used for utilities, medical, educational, legal services, sports, entertainment, charity, or to purchase military bonds. In addition to this payment, the government is preparing other support programs, including assistance for those who lost their jobs due to the war, internally displaced persons, low-income families, and free medical check-ups for citizens over 40 years old.
In 2025-2026, the social assistance program for low-income families will be expanded. All eligible families may apply through the pension fund or the Diia app. Assistance will not be provided to families with high incomes, substantial property, or multiple vehicles.
Payments are calculated individually, and the main goal is to provide targeted support to the most vulnerable groups. The article encourages public discussion on the sufficiency and effectiveness of these support measures for citizens.
