Regardless of the origin, the main focus is the consequences for U.S.-Ukrainian relations.
After the publication of the so-called "28-point plan" reportedly prepared by pro-Russian figures in Trump's team, it became clear: U.S. policy toward Ukraine has lost coherence and is marked by considerable chaos. There are at least two factions around Trump—one leaning toward concessions to Moscow, and another led by Marco Rubio, supporting a tougher, more pro-European stance.
Marco Rubio, who holds key roles as National Security Advisor and Secretary of State, acts as a counterweight to decisions that would benefit Russia and be critical for Ukraine and Europe. His intervention allowed changes to the most detrimental points of the plan and cancelled the ultimatum that Ukraine accept the peace initiative.
European diplomats note that Rubio's presence in the administration makes constructive dialogue possible. However, it remains unclear how much influence he really has over Trump, given the president’s chaotic leadership style and the independent actions of top officials. There have already been examples of such uncoordinated moves, including halting military aid to Ukraine without consultation.
Meanwhile, the ongoing struggle within Trump's team and internal divisions in the Republican camp may determine the further direction of U.S. policy on Ukraine. For European partners and Ukraine itself, Marco Rubio is currently a key figure capable of containing pro-Russian initiatives and advocating balanced decision-making. However, the way decisions are made leaves U.S. policy toward Ukraine unpredictable and contradictory.
