In a new interview for the 'Kuluares Zabilin' channel, prominent journalist Yulia Zabilina speaks with political analyst Vitaliy Portnikov. The central themes are changes in Ukraine’s political power structure, the outlook for ending war, and the prospect of peace with Russia.

Portnikov criticizes the pattern of favoritism under President Zelensky, arguing that real political power is concentrated among a close inner circle rather than being directed through state institutions. He draws parallels with past administrations, noting that presidents tend to delegate influence to 'favorites' rather than to parliament or government, which increases the risks of authoritarian rule.

The 2019 shift, when political newcomers entered power, is explored. Portnikov underlines that this experiment weakened institutions. Voters chose new faces expecting a breakthrough, but soon faced the same old challenges and corruption.

A key topic is the peace agreement: according to Portnikov, it is impossible as long as both countries’ constitutions claim the contested territories. He stresses that the war will continue as long as Russia maintains economic and demographic resources. Talks are only feasible after a ceasefire, which Russia does not currently consider.

Looking ahead, Portnikov says elections can take place only after a truce, and the formation of government should rest on responsibility by political parties, not anonymous candidates. He concludes that while Ukrainian society hopes for a swift end to war, the reality is a prolonged confrontation that must be faced.
