On December 11, Volodymyr Zelensky shared with journalists details of the updated plan for freezing the war in Ukraine, initiated by the US and Donald Trump. This plan is being discussed among Ukraine, Europe, and the United States and includes a series of compromise proposals for resolving the armed conflict.
A meeting in Paris is scheduled for Saturday between representatives of the US, Europe, and Ukraine to discuss the peace plan. It is reported that Donald Trump is urging European partners to pressure Ukraine to end hostilities. Meanwhile, the NATO Secretary General has warned that if the war stops, Russia could redirect aggression towards alliance countries.
Zelensky noted that the final version of the plan has not yet been agreed upon. According to him, the main discussions center on territorial issues, including Donbas and the Zaporizhzhia Nuclear Power Plant, as well as the administration of liberated regions. The US proposal includes creating a demilitarized zone in part of Donetsk region and the temporary withdrawal of Russian troops from some oblasts.
The plan provides that the issue of establishing a free economic or demilitarized zone should be decided by the people of Ukraine—through elections or a referendum. Other key conditions include the withdrawal of Russian troops from certain occupied territories, international management of the Zaporizhzhia plant, and security guarantees for Ukraine and Europe from the United States.
The document does not require formal recognition of disputed territories as Russian but stipulates their temporary control with the possibility of future diplomatic resolution. Ukrainian and Russian armed forces are to be withdrawn beyond the boundaries of the demilitarized zone.
Among new aspects are holding elections after a possible ceasefire and discussions on reforming the security system. Debates over Ukraine’s funding continue, while the positions of some European countries regarding the transfer of Russian assets remain uncertain.
Additionally, there is mention of Ukrainian drone attacks on Russian energy infrastructure and the uncovering of corruption schemes in Ukraine’s defense sector. The attempted assassination of Mindich in Israel is under investigation.
Thus, negotiations toward a peace settlement continue, with final agreements yet to be reached. Key challenges remain territorial compromises and security guarantees for Ukraine.
