Peace Talks, Security Guarantees, and Political Changes: Main Developments of the Week

On December 15, the political week began with important events regarding negotiations to resolve the situation in Ukraine. Delegations from the US, Germany, the UK, and France continued discussions on a 20-point peace plan, focusing on security guarantees for Ukraine as an alternative to NATO membership. President Zelensky stated his willingness to compromise: to abandon NATO membership in exchange for real security guarantees, preferably enshrined by the US Congress and other international partners.

European countries insist on real, effective guarantees for Ukraine, as the prospects of NATO membership remain under discussion. Meanwhile, Ukraine is preparing for possible elections even under martial law: legislation is being developed to enable voting during wartime, including multi-day voting in tight timeframes.

Key personnel issues remain pressing—specifically regarding the Head of the Office of the President. At the international level, debates over Ukraine's EU membership continue, with countries such as Slovakia and Serbia openly opposing accession, emphasizing concerns about corruption and use of financial aid.

European countries bordering Russia are working to enhance their defense capabilities, planning investments in air defense, counter-drone systems, and development of ground forces.

The military situation remains tense: both Russia and Ukraine are conducting mutual strikes, particularly drone attacks. Ukrainian air defenses intercept most kamikaze drones, while Ukrainian strikes target energy infrastructure in Russian regions.

Meanwhile, the approval rating of Donald Trump in the United States is declining, but this has no immediate effect on the strategic aspects of the war in Ukraine or the negotiation process. The week shows that Ukraine is preparing for prolonged diplomatic and political confrontation on European and global levels, while strengthening defense and reforming its governance system.
