Is a Demilitarized and Free Economic Zone in Donbas Possible? Expert Opinion


Discussion on the prospects for a demilitarized and free economic zone in Donbas, considering society's stance and economic challenges.

The President of Ukraine has recently raised the idea of holding a referendum on establishing a demilitarized, free economic zone. According to recent KIIS sociological research, 75% of respondents are categorically against such an initiative and even the idea of a withdrawal of Ukrainian troops from the non-occupied part of Donbas.

The expert emphasizes that creating such a zone is highly unrealistic at this stage due to a lack of public support. He also notes that the concept of a free economic zone does not align with Russia's vision, which does not seek such a model.

One of the main problems is ensuring law and order in such a territory. Global experience shows that international peacekeeping forces are ineffective in providing security on large territories like Donbas. Important questions arise about who will finance the area’s functioning and ensure legal order.

The Donbas region has been severely affected by hostilities, with many areas destroyed and contaminated by explosive remnants. Recovery will require significant funds and time. It also remains unclear who would engage in economic activities in such conditions.

Even in case of restoration, there are serious challenges for the region’s economy, such as the struggling coal market and the closure of mines that were already unprofitable before the war. The expert concludes that establishing a demilitarized and free economic zone in Donbas is highly unlikely, even theoretically.
