Security Guarantees for Ukraine: US and European Positions in Ongoing Talks

Talks about security guarantees for Ukraine among the US, European countries, and Ukraine have continued for months. While President Zelensky has mentioned some progress, there is still no finalized framework peace agreement or agreed security guarantees. The Donbas issue remains critical: without consent on this point, no final deal can be expected.

The US views security guarantees as part of a broader package of agreements that would also include a war cessation deal. The American position currently involves submitting the security guarantees package to Congress for ratification, but specifics depend on Ukraine's agreement to certain conditions, notably concerning Donbas.

European countries, notably France and the United Kingdom, reiterate their readiness to lead support missions for Ukraine and even consider deploying troops after a war's end. However, there are ongoing discussions about the status, size, and restrictions on such a force. For instance, Poland does not plan to join any potential military contingent in Ukraine.

Currently, European political statements are meant to strengthen Ukraine's stance in negotiations with the US. While legal guarantees do not yet exist, the Europeans have advanced further than the Americans in preparing relevant documents. The key issue is integrating both sides' positions and ensuring agreement on Donbas.
