Zelensky's 20 Points: What Is Known About the Possible Peace Agreement and Its Consequences


President Zelensky presented journalists with 20 points of a draft peace agreement with Russia and the US, outlining key security, elections, territory, and economic provisions. Analysis of open questions and possible consequences.

Ukrainian President Volodymyr Zelensky presented 20 points of a potential peace agreement, currently under discussion with Russia and the US, at a closed meeting with journalists. According to him, the agreement may be submitted to a referendum or ratified by parliament, and elections are also possible. The president stressed Russia has already destroyed $800 billion in Ukrainian infrastructure.

The draft document includes, among other things, reaffirmation of Ukraine's sovereignty, a non-aggression pact with Russia, security guarantees from the US, NATO and the EU, military size restrictions, compensation, bilateral security agreements, economic development, infrastructure recovery, nuclear-free status, control over the Zaporizhzhia nuclear plant, language, religion and education concerns, as well as electoral procedures after the war.

Key unresolved issues include unclear language in some sections, uncertainties regarding territorial integrity, the status of currently occupied regions, and the enforcement of guarantees. The plan also addresses the creation of an international recovery fund, aiming to mobilize up to $800 billion from global partners. Additionally, it covers the roles of the US and EU, proposals for the Zaporizhzhia plant, the return of prisoners of war, and post-war elections.

A Russian response to the proposal is expected after consultations with the US. At the same time, discussions continue regarding the roles of international actors and the next diplomatic steps. Ukrainian society is urged to debate whether the country should accept the suggested terms and what risks and benefits the agreement entails.
