As for ending the war, it is possible that a decision could be made even this year, with a ceasefire considered as an option to allow elections and possibly a referendum. Addressing territorial issues and holding presidential elections are key points in the ongoing negotiations, heavily influenced by external partners’ demands for political competition in Ukraine.
Panelists emphasized the importance for Ukraine to continue on the path toward European Union membership to secure financial aid and security guarantees. Joining EU anti-corruption practices is seen as a way to enhance transparency and effectiveness within Ukrainian state institutions.
The prospect of demobilization after the war is discussed, as maintaining a large standing army would be financially challenging. Anti-corruption bodies have increased their activity, which is attributed to pressure on the government to expedite peace talks. Ukraine’s agency on the international stage, as well as external security guarantees in the form of intergovernmental agreements ratified by partner parliaments, are also debated. The expert stresses that despite major challenges, Ukraine retains agency in negotiations thanks to international support and military successes.
