EU Security Advisors Meet in Kyiv, Ukrainian Government Reshuffles and US Operation Against Maduro: January 3 Developments


Security advisors from EU countries gathered in Kyiv, Ukraine announced new government changes, and US forces detained Maduro in Venezuela.

On January 3, Kyiv hosted a meeting of security advisors representing 18 EU countries. The discussions focused on security guarantees for Ukraine, the development of framework documents, and joint efforts to support Ukraine. This meeting precedes the EU and UK leaders' summit in Paris scheduled for January 6.

The Ukrainian side stressed the need for legally binding decisions backed by parliamentary ratification in each guaranteeing country. Negotiations also involved military-political advisors and senior Ukrainian officials. General Andriy Hnatov reported on a newly prepared document supporting the Armed Forces of Ukraine.

President Volodymyr Zelensky announced important government reshuffles, proposing Denys Shmyhal for the post of First Deputy Prime Minister and Minister of Energy, and replacing heads of regional military administrations in several oblasts. Discussions intensified over the possible dismissal of SBU chief Maliuk, with open commentary from military leaders and analysts.

The parliament continues work on new legislation regarding future presidential elections and a referendum. Parliament Speaker Ruslan Stefanchuk clarified that the referendum would focus on a single question: whether Ukrainians support a peace agreement. Elections are considered possible only after a draft peace deal and a ceasefire are reached.

International attention also focused on the US military operation in Venezuela, resulting in the detention of Nicolás Maduro. Donald Trump reported the operation was executed swiftly and without American casualties. The US and many European states support Maduro’s transfer to a US court, while Russia and China condemned the US action as a violation of international law.

Venezuelan opposition leaders expressed readiness to assume control of the country, while reports indicate the vice president is in Russia. Ukrainian diplomats reiterated support for democratic changes in Venezuela. The unfolding events have prompted a broad international response and are expected to evolve further.
