Ukrainian President Volodymyr Zelensky has appointed Kyrylo Budanov as the new Head of the Office of the President of Ukraine. The decision comes amid increased focus on security, defense, and diplomacy in the country. Budanov, with his background in military and intelligence fields, becomes a key member of Zelensky's team.
The President emphasized that the main priorities for the Presidential Office will now be security, developing defense and security forces, and strengthening the diplomatic track. Budanov has also been tasked with updating the country's strategic foundations for defense and development in cooperation with National Security and Defense Secretary Rustem Umerov and other top officials.
The appointment has led to questions regarding the balance of power within Ukraine’s security sector and whether intelligence services will remain independent. Experts note Budanov’s close ties with the United States and highlight his potential as a negotiator if dialogue with the US administration format changes. Western media, including the New York Times, report that Budanov enjoys significant trust in Washington.
Ukrainian political analysts point to uncertainty about upcoming personnel and institutional changes. Budanov's appointment may require clarification of his powers and influence in domestic politics. As of now, key questions remain regarding the leadership of Ukraine's intelligence and defense sectors.
Zelensky outlined three main directions for the new Head: defense, intelligence services, and negotiations. However, analysts believe Budanov's broad powers remain to be determined. The situation is expected to become clearer in the next few weeks.
