Political analyst Ihor Reiterovych discussed recent personnel decisions by President Zelensky on the "Klychok Time" channel, focusing less on individuals and more on the broader goals behind the reshuffles and the emerging power structure in Ukraine.
He divided the president’s initiatives into two groups: those directly within Zelensky’s competence—such as the President’s Office, Ministry of Defense, and special services—and appointments that should be coordinated with the government and parliament, like changes in the Cabinet. For example, Defense Minister Shmyhal may move to the post of Deputy Prime Minister and Minister of Energy, a shift that has drawn mixed reactions in political circles.
Special attention was given to rumors about the potential rotation of Vasyl Maliuk, head of the Security Service (SBU). Despite high praise for his work, speculation about his position continues.
Reiterovych noted Zelensky’s efforts to remodel the so-called presidential vertical along two strategic lines: strengthening national security and enhancing the negotiation process. The restructuring involves new staff, particularly in diplomacy and security. The reforms aim to improve the efficiency of state institutions and management quality, especially amidst the war of attrition with Russia.
The expert stressed the importance of public communication by new appointees. For instance, Kyrylo Budanov’s possible appointment could strengthen dialogue with society and the media.
