SBU Chief Resigns: Political Consequences and Impact on Society

President Zelensky replaced the head of the Security Service of Ukraine: analysis of the political and social implications of the resignation.

President Volodymyr Zelensky has dismissed Ukraine’s Security Service (SBU) chief Vasyl Maliuk after meeting with him, appointing Yevhen Khmara as acting head. This resignation carries significant political implications, reflecting how Ukraine’s situation has evolved during years of war with Russia.

Zelensky offered no public explanation for the move, mirroring his earlier decision to dismiss Armed Forces Commander-in-Chief Valerii Zaluzhnyi. Maliuk’s appointment was initially seen as a positive step, but, unlike the silent acceptance of Zaluzhnyi’s departure, this case prompted reactions from Ukraine’s military elite, who publicly expressed their views on staffing decisions.

The SBU plays a crucial role in defending Ukraine’s statehood, with high-profile operations such as the "Web" mission altering the approach to protecting strategic objects worldwide. While these actions have been praised, recent personnel changes underline the need for transparency towards a society fighting for survival.

The Ukrainian Parliament must still vote to confirm the SBU chief’s dismissal and appointment. Political divisions raise the risk that an acting head may remain for an extended period, potentially reducing the agency's effectiveness. This situation highlights the importance of communication among authorities, the military, and society to ensure effective governance during war.
