On January 5, the Center for Public Analytics "Vezha" held a discussion with political scientist and international affairs expert Maksym Nesvitailov regarding recent high-level appointments in Ukraine’s government. Center head Valeriy Klochuk asked about Budanov’s and Fedorov’s new roles, the possible return of Kuleba, as well as changes in the SBU and regional military administrations.
Nesvitailov noted that after Yermak’s resignation, President Zelensky had two scenarios: a major restructuring of the system and redistribution of authority, or filling the power vacuum with concrete figures like Budanov or Fedorov. The appointment of Budanov, though surprising, was explained by the need to block Yermak's influence. According to the expert, Fedorov convinced the president to approve his candidacy for the post of Minister of Defense. The reshuffles aim to strengthen control and refresh the system, although the influence of the previous team is still present.
Regarding Kuleba, the discussion highlighted his diplomatic experience and independent stance, which could benefit the reform of the foreign intelligence service. Nesvitailov viewed these shifts as more of a rotation and a comeback of those previously sidelined, rather than a true reform; genuine systemic changes remain postponed.
The US special operation in Venezuela and the arrest of Maduro were also discussed, along with international reactions. The expert emphasized that this event marked a turn towards the "right of the strong," with Venezuela's rhetoric towards the US becoming more positive. Washington's actions are seen as efforts to strengthen its influence in the region, which concerns both China and Russia. For Ukraine, the main consequence is the possible strengthening of allies in the White House amid ongoing oil market instability.
