Could Kuleba Return to Power? Possible Appointments in Intelligence and MFA Discussed


Reports indicate that Dmytro Kuleba may be considered for a high-level post in intelligence or the MFA amid SBU and diplomatic reshuffles.

Former Foreign Minister Dmytro Kuleba appeared in a photo with President Volodymyr Zelensky at the Presidential Office. According to RBC, he may be appointed to a position related to foreign intelligence. Speculation includes roles such as adviser, presidential representative (formal or informal), or head of a key institution.

Observers believe Kuleba could head the Foreign Intelligence Service (FIS). The potential appointment is seen as unusual due to Kuleba's independent stance on foreign policy and previous conflicts with Andriy Yermak. Yermak ultimately replaced him with Symyha. There were also rumors about Kuleba returning as Minister of Foreign Affairs, but these have not been confirmed.

There is also discussion about reforming structures like the FIS and National Security and Defense Council (NSDC), which require stronger powers and resources. Kuleba's possible arrival might boost reforms, though much depends on whether he accepts the position.

Separately, President Zelensky has made personnel changes in the SBU: Oleksandr Poklad became First Deputy Head, with Andriy Tupikov and Denys Kylymnyk also appointed as deputies. Rotations are also expected within the diplomatic corps.
