A Ukrainian delegation led by President Volodymyr Zelenskyy, military intelligence chief Kyrylo Budanov, and Davyd Arakhamia met in Paris with French, British, and American representatives. The meeting was held within the framework of the coalition of willing countries, focused on future security guarantees for Ukraine.
The main principles of the final draft Communiqué were presented during the talks. According to the draft, the US pledges to help enforce a ceasefire in Ukraine through intelligence and logistics support. Joint military planning for Ukraine's air, sea, and land security, as well as recovery measures for the Armed Forces after the end of hostilities, is envisioned.
European countries will coordinate the defined measures, with the US supporting Ukraine in case of renewed fighting. A system for monitoring the ceasefire will be established, including a special commission to address potential violations and determine responsibility, similar to OSCE models.
The idea of creating a multinational peacekeeping force of up to 30,000 troops, mainly in western Ukraine, was discussed. France and the UK may provide the core personnel, while Turkey will be responsible for maritime security in the Black Sea. The US will supply intelligence and logistical support. As of now, there are no specific legally binding guarantees, as ratification in participant parliaments is required.
The meeting participants noted that negotiations are at a mid-stage, with the US acting as a catalyst and controller, and Europe being the driver of political agreements. The official announcement of the framework agreement and subsequent steps to formalize Ukraine's security guarantees are expected soon.
