Security guarantees for Ukraine discussed in Paris: meeting summary

A meeting in Paris brought together representatives from Ukraine, European countries, and the United States to discuss security guarantees for Ukraine after the end of hostilities. The main points included the possible deployment of French and British troops on Ukrainian territory, but only after a ceasefire. Germany and Italy declined to participate in such deployment, while Turkey will help monitor maritime agreements.

No final comprehensive agreement on security guarantees was reached—only a declaration regarding potential French and British troop deployment was signed. The actual security guarantees plan is not ready; work on it will continue for several more weeks.

Monitoring of the ceasefire, led by the US with European partners, is planned. The US continues to work on bilateral security guarantees, which must be approved by Congress.

Territorial issues remain a key topic. US experts reportedly insist on certain compromises from Ukraine. A detailed plan is lacking; issues of civil defense, reconstruction, and the strength of Ukraine’s armed forces are under discussion. French representatives expressed willingness to provide satellite data and support for rebuilding Ukraine’s army.

Leaders agreed to create a coordination center to enhance cooperation and secure funding for the Ukrainian armed forces after the war. However, no legal guarantees exist yet. President Zelensky pointed out that specific questions will be resolved later.

The security plan will be refined in the near future, with signature and implementation dependent on further talks. Final decisions on international participation and the conditions for guarantees for Ukraine have yet to be agreed.
