Analysis of Strikes on Ukraine's Energy Sector and the Negotiation Track: A Discussion with Igor Chalenko

Expert discussion on Ukraine's security, energy infrastructure attacks, negotiation prospects, and recent political changes.

On January 13, the Center for Public Analytics 'Vezha' hosted a discussion between the center's head Valerii Klochok and political analyst Igor Chalenko. The conversation covered the current security situation in Ukraine, continued attacks on energy infrastructure, and the influence of these actions on the negotiation process with Russia.

The experts highlighted that Russian attacks have both military and economic objectives: undermining key Ukrainian cities' infrastructure—not just disrupting energy supply but also weakening Ukraine's economic capacity ahead of another round of diplomatic talks. Special emphasis was placed on air defense system shortages and harsh winter conditions affecting Ukraine’s defense capabilities.

The discussion noted that while Russia aims to strengthen its position in potential talks, these strikes do not provide Putin with any strategic advantage. On the contrary, Ukrainian society remains resilient despite power outages and a challenging winter, while local and central authorities work to support citizens.

Another point examined was the role of international partners, especially the US and European nations, and the impact of upcoming contacts between Zelensky and Trump on the course of negotiations and Ukraine’s security guarantees. The participants also discussed parliamentary reshuffles and how new appointments may impact governmental stability.

In conclusion, the experts agreed that Ukraine continues to demonstrate strategic resolve, and that the coming months may be critical for achieving compromises and strengthening Kyiv’s position on the international stage.
