European leaders intensify contacts over Ukraine peace talks: what is known


Discussion on shifting European positions, potential compromises and the role of leaders in Ukraine-Russia peace negotiations.

Recently, European leaders have ramped up their contacts regarding possible peace negotiations between Ukraine and Russia. Analysts note that, up until the end of 2023, EU leaders generally avoided direct dialogue with Russia. However, in 2024, there is growing interest in the peace process. For instance, German Chancellor Olaf Scholz and French President Emmanuel Macron have reportedly engaged, directly or indirectly, with Vladimir Putin.

The discussions also mention some European countries' business interests in Russia. Despite criticism, it is highlighted that Germany continues to provide significant military and financial support to Ukraine.

Ukrainian Foreign Minister Dmytro Kuleba recently made statements suggesting that major changes could occur by late February, hinting at new moves from Europe. Experts believe the European Union now sees itself as needing a stronger role at the negotiating table, as a compromise may be emerging—possibly including the prospect of creating a demilitarized zone with security guarantees for Ukraine.

It is emphasized that any political process would still be lengthy; even with preliminary agreements, further discussions and consultations would be required. Russia currently remains relatively silent about potential changes, deliberately delaying responses while waiting for more favorable developments on the front or at the negotiating table.

Experts also highlight the US role in pressuring both Europe and Russia and question the adequacy of measures taken against Russia’s shadow fleet. Overall, the situation at the front remains tense, and quick peace solutions seem unlikely, though the negotiation process is accelerating.
