International Consultations on Ukraine's Recovery: Key Issues and Challenges Ahead of Davos Meeting


Vitaly Portnikov analyzes consultations on Ukraine's recovery, security guarantees, and the roles of the US, Russia, and Europe ahead of Davos.

The Secretary of Ukraine's National Security and Defense Council, Rustem Umerov, stated that during talks in the United States, plans for Ukraine's recovery and development, as well as American security guarantees, were discussed. However, the most important outcome was the agreement to continue consultations at the World Economic Forum in Davos, which is set to host both the US and Ukrainian presidents.

A significant meeting is expected at the forum between Presidents Donald Trump and Volodymyr Zelensky, which could result in agreements on US participation in Ukraine’s postwar reconstruction or the provision of American security guarantees. Nevertheless, these deals concern the postwar period, which requires negotiations not only with the US but also with the Russian Federation.

An additional complicating factor is the possible visit of Steve Witkoff and Jared Kushner to Moscow for talks with President Putin. The timing of their visit may reveal Russia’s influence on the US position either before or after the Davos agreements are reached.

Meanwhile, the atmosphere at the forum is complicated by growing tensions between the US and European countries, particularly over Greenland, with Trump preparing to make new demands of the EU. This escalation may affect NATO solidarity and future talks on the Ukrainian issue.

Portnikov emphasizes that Ukraine must balance relations with its allies while preparing for possible changes in US foreign policy. All these factors will influence the prospects for peace and recovery in Ukraine.
