On February 4, the first day of negotiations between Russia and Ukraine took place in Abu Dhabi, mediated by the US. Participants included NSDC Secretary Umerov, Presidential Office Head Budanov, Deputy Head Kyslytsia, Chief of the General Staff Hnatov, Presidential Advisor Bevs, and David Arakhamia. American representatives Vitkuv and Kushner also joined. The meeting was described as productive, but no details were made public. Russia announced no official releases are planned.
There were also personal talks between Putin and Chinese President Xi Jinping. Putin was invited to China, with Xi supporting "security consultations" associated with the Abu Dhabi negotiations. News also emerged of Xi's conversation with Donald Trump, who is preparing for a summit in Beijing in April to discuss topics including Russia's war on Ukraine and US-China cooperation.
Separately, EU ambassadors agreed on mechanisms for a €90 billion loan to Ukraine for 2026-27, with involvement of third countries. France has called for a fair distribution of contributions, delaying the final decision. Part of the funds is intended for military aid.
Overnight, Russian attacks were recorded in Ukraine, including in Donetsk region, where seven were killed in a strike on a market. Prime Minister Svarydenko said 217 attacks on energy infrastructure have occurred since the start of the year.
Domestically, bail was posted for former State Border Guard chief Deineko, and a poll showed public split over whether current officials should remain in power after the war. Half support some staying, while others think none should remain. The situation remains difficult and dependent on international support.
