Peace Talks Analysis: Russia’s Demands, Western Reaction, Nuclear Arms Race and Trump’s Role

Vitaly Portnikov examines Ukraine–Russia peace talks, Moscow’s demands, reactions of Western leaders, and the issue of nuclear security.

In a broadcast, journalist and political commentator Vitaly Portnikov assessed the latest round of Ukraine–Russia talks in Abu Dhabi. US President Donald Trump claimed the parties were close to a peace deal, though President Volodymyr Zelenskyy underscored that no truce was achieved—Ukraine continues to suffer attacks. The next round may be held in the US.

Portnikov emphasized that ending the war depends entirely on the political will of Vladimir Putin. He noted that Russia is issuing new demands, including international recognition of sovereignty over Donbas regions it controls—a move categorically rejected by Western leaders such as Poland’s Prime Minister.

Portnikov pointed out that negotiations are ongoing amid continued hostilities, shelling of Ukraine, and Russian preparations for new offensives. He said prisoner exchanges are used by the Kremlin to simulate a constructive process, while Western partners maintain contact with Moscow.

He also commented on the expiry of the New START treaty between Russia and the US on limiting strategic offensive arms. According to Portnikov, this development triggers a new unregulated nuclear arms race, especially as China increases its capabilities.

He stated that renewed control is possible only if China joins in negotiations. Diplomatically, France and Europe relay to Moscow that they will not support any surrender by Ukraine.
