Restoration Program Launched: UAH 2 Million for IDPs’ Housing and Important Changes to Payments


Ukraine launched a new housing voucher program for IDPs and changed the conditions for receiving social assistance.

On May 1, Ukraine launched a new phase of the state Restoration Program, enabling families of internally displaced persons (IDPs) to receive up to UAH 2 million for new housing. Priority is given to veterans, people with disabilities due to the war, and families who lost property in temporarily occupied territories.

To participate, IDPs must have a certificate confirming current residence in government-controlled territory, not own other real estate (except for mortgages or housing in combat zones), and not receive other state housing assistance. Applications are submitted online via the Diia app, with an automated queue based on the date of submission. After confirmation, applicants have 60 days to complete the purchase agreement at a notary.

The program is funded by the government (UAH 6.6 billion), enough to support over 3,000 families. High demand was recorded in the first hours, and the queue is updated daily.

Rules for social assistance to IDPs have also changed: payment duration extended to 30 months, and children of IDPs are now eligible regardless of their parents’ income. Applications can be submitted until June 1, while ineligible or previously denied individuals can appeal the decision.

International organizations also provide support: the Red Cross and UN offer targeted financial aid to the most vulnerable displaced persons, especially those near the front line or in border areas. Applications are open for IDPs and families that meet eligibility criteria.

The government is working to attract additional international funds to expand the housing voucher program.
