EU Develops Backup Plan Amid New US Tariffs: Seeking New Partners and Economic Autonomy

Unpredictable US trade policy forces the EU to seek new partners and strategic autonomy. The EU looks for alternative markets and prepares its response to Washington's new tariffs.

In 2024, US trade policy has become highly unpredictable, fundamentally changing relations even with its closest partners. Countries that previously relied on the American economy are now developing alternative markets, supply chains, and investing in their own technologies. The European Union is actively discussing the need for strategic autonomy, as the US and China increasingly use trade as a tool of pressure.

The US has announced a 30% tariff on European goods starting August 1 if no trade agreement is reached by then. Brussels is using the time before August to negotiate with Washington but is already preparing its own response. The EU aims to reduce its dependence not only on the US but also on China for more flexibility in potential trade wars.

European Commission President Ursula von der Leyen emphasized that Europe seeks to act jointly with new partners, including Canada, the UK, India, South Africa, and countries in South America and Asia. The EU is also considering new trade blocs that exclude both the US and China.

The President of Indonesia noted that for his country, partnership with the EU serves as “insurance” against economic isolation, especially as the US imposes tariffs against multiple countries including Canada, Mexico, Brazil, and Thailand. In response, Brussels is planning mirror tariffs on American goods, totaling around $25 billion.

Analysts say Trump’s new wave of tariffs could strengthen cooperation between economic blocs. If major economies act together, they gain stronger leverage in negotiations with Washington. The EU is actively searching for new trade directions, aiming to minimize risks and have more influence on the global order.
