Protests over restrictions on NABU and SAPO: Political crisis and government response

Analysis of the bill to limit the powers of NABU and SAPO, related protests, and the political reaction in Ukraine.

Ukraine has recently seen major tensions over the bill aiming to restrict the powers of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO). The initiative sparked mass protests in Kyiv and other cities, along with a wave of calls to President Zelensky from Western partners. In response, the president announced the preparation of a new draft law.

Experts believe the authorities may delay further consideration to retain the Prosecutor General's full control over NABU and SAPO cases for as long as possible. However, establishing transparent anti-corruption policy remains a priority for both society and Ukraine's international partners.

The key issues include perceived inefficiency of anti-corruption bodies, intense competition among Ukrainian law enforcement agencies, and a low level of public trust in judicial and prosecutorial systems. The legislative changes have strengthened the Prosecutor General's influence, impacting the institutional independence of the anti-corruption structure.

Protests arose in reaction to attempts to undermine NABU and SAPO's independence and procedural violations during the law's consideration. Various political forces have tried to benefit from the situation, intensifying political competition. Experts stress the need to revert to the previous law version and involve the public in discussing future reforms.

The effectiveness of Ukraine's fight against corruption is a key factor in securing further foreign aid. International partners emphasize the importance of real parliamentary oversight and greater transparency in anti-corruption institutions’ activities.
