Renowned journalist, blogger, and writer Ostap Drozdov shared his analysis of Ukraine's recent major corruption scandal, emphasizing that public attention should focus not just on specific individuals but on the model of state governance itself. In his view, even the resignation of Andriy Yermak, the current head of the Presidential Office, is unlikely to bring significant change unless the system of dual governance—or diocracy—where true power is held by two key figures, is reformed.
Drozdov explains that this governance model emerged due to the lack of a professional politician at the head of the state, allowing all operational functions to be concentrated in the hands of a trusted confidant, while the main figure focuses only on strategic and public roles. According to Drozdov, this structure contradicts the principles of Western democracy and encourages top-level corruption and favoritism.
Beyond the political system analysis, he noted that the authorities' response to scandals is often limited to political dismissals, which have little relation to the actual legal accountability of those involved. Drozdov emphasized that the real test will be how the system reacts to the actions of the top figures in the "syndicate."
He also raised the issue of recent international fighter jet procurement agreements, which, despite loud headlines, are set for the long term and require substantial budget allocations.
In conclusion, Ostap Drozdov urged citizens not to focus solely on dismissals or personalities but to push for real government reform. He believes only a rejection of the current one-man, authoritarian model will allow for real anti-corruption changes in Ukraine.
