Crisis in the Rada: Why Parliament Is Ineffective and the Role of the Svyrydenko Government

Analysis of the political crisis in Ukraine's parliament, government-parliament interaction, and the role of the Prime Minister.

In his address, the author analyzes the current situation in Ukraine's Verkhovna Rada. Despite having a sufficient number of MPs to vote, the parliament is experiencing a systemic political crisis. A key nuance is that only deputies' bills are being passed, while government bills are not receiving attention. The lack of elections complicates solving this issue, especially against the background of recent tragic events in western Ukraine and the effective performance of air defense systems.

The speaker emphasizes the problem of political sustainability in parliament as a representative body reflecting the people's will. He notes that the Cabinet, particularly under Yuliia Svyrydenko's leadership, has recently withdrawn from effective communication with the Rada: ministers do not attend committee sessions, fail to explain their bills, and avoid meaningful dialogue. This undermines the parliament’s agency and weakens the legislative process.

The author argues that the government should take the initiative in collaborating with parliament, particularly regarding reforms, European integration, and cooperation with international partners. He contrasts the proactive approach of the former Prime Minister Shmyhal, who engaged deputies, with the current passivity of Svyrydenko.

In conclusion, the author calls for improved interaction between the Cabinet and parliament and for the Prime Minister to show greater accountability, since overcoming the parliamentary crisis and ensuring effective legislative work depend on this relationship.
