Political Analysis of Changes in Anti-Corruption Legislation and Negotiation Process: Centrists' Perspective


Discussion on the political consequences of reforming NABU and SAP, protests, and the status of Ukraine-Russia talks.

On July 24, at the Veza Center for Public Analytics, director Valeriy Klachuk and political scientist Ihor Kuchalenko discussed key political developments regarding a controversial bill affecting NABU and SAP. The conversation highlighted the reasons behind recent protests, Western partners' responses, and the president's announcement of a new bill in preparation.

The experts noted increasing tension between parliament and anti-corruption agencies, falling public trust in NABU and SAP, and competition among law enforcement bodies. They emphasized that legislative changes are rebalancing spheres of influence, rather than eliminating anti-corruption agencies.

Issues of institutional independence and the prosecutor general's control, as well as the political exploitation of protests by various players, were examined. The discussion drew parallels with the events of 2013-2014 in Ukraine.

The second part reviewed the ongoing peace negotiation process between Ukraine and Russia, analyzing the results of the recent Istanbul meeting, the likelihood of high-level contacts, and the importance of continued diplomatic efforts even without immediate results. The experts also addressed the value of prisoner exchanges and the influence of external actors on the Ukrainian context.

Both experts emphasized the need for pragmatic, centrist analysis, increased parliamentary control, and effective reforms in the anti-corruption system. They called on viewers to join the discussion and participate in civic life.
