On July 18, the European Union officially adopted its 18th package of sanctions against the Russian Federation. The package includes the blocking of 105 vessels from the so-called “shadow fleet,” new caps on Russian oil prices, and expanded measures against banks and companies outside Russia, including those from China, involved in supporting Russia’s military machine.
The new sanctions increase pressure on Russia’s military-industrial complex and Chinese banks, and restrict imports of components used in military drones. For the first time, the measures target ship registries and a major “Rosneft” oil processing facility in India.
The decision triggered strong reactions from both the Kremlin and Beijing. China’s Ministry of Foreign Affairs claimed such restrictions on Chinese companies were unfair, emphasizing they do not supply weapons to Russia. Some experts expressed doubts about the sanctions’ effectiveness due to enforcement difficulties, given that much Russian oil is still sold above the set price ceiling.
The United Kingdom has also joined in limiting Russian oil prices. In general, enforcement of these sanctions remains insufficient, but further international collaboration could make them more effective.
In Ukraine, authorities continue investigations and asset confiscations involving former politicians. In particular, former MP Volodymyr Makeyenko had over 1.5 billion UAH in assets seized as part of anti-money laundering proceedings.
Politically, President Zelensky has appointed a new National Security Council secretary and reaffirmed the importance of pursuing renewed negotiations with Russia. This was partially welcomed by both the Kremlin and Turkey, as discussions of a new round of talks continue. Meanwhile, Russian opinion polls show more citizens favoring negotiations, but the official stance of the Russian government remains unchanged.
In parallel, Kyiv and Washington are preparing agreements for investment in drone and defense equipment production. A Ramstein Group meeting and further discussion of international military aid to Ukraine are expected in the coming days.
